FAQ - Risposte alla domande frequenti
- 01No. IOparteciPA is designed to reduce the workload of offices, not to increase it. The platform introduces a structured filter that allows the Municipality to maintain full control over the flow of reports. Specifically:Control over categories: The Municipality decides which types of reports to activate. If an area does not fall within the Entity’s competence, the citizen cannot report it.More complete and relevant reports: Reports arrive already accompanied by photos, location, and category, reducing incomplete or unmanageable requests.Reduction of duplication and dispersion: By centralizing reports into a single institutional channel, the Municipality avoids fragmentation across email, telephone, and social media, obtaining a more organized view of recurring issues. This allows offices to work with clearer information, prioritize interventions, and reduce time spent managing improper or repetitive requests.

- 03No. IOparteciPA is designed for immediate use, without requiring specialized technical training. The dashboard is intuitive and follows simple operational workflows, designed to adapt to the organization of municipal offices. For the launch of the service, a brief operational support session is provided, aimed at illustrating the main features and best practices for use. In this way:offices can be operational immediately,it is not necessary to dedicate time to complex training courses, the organizational burden for the Municipality remains minimal.Support from the IOparteciPA team is also available during the experimental phase, to guide the Municipality step by step.
- 04No. The Entity's liabilities regarding local area management exist independently of the tools used. An issue on public property is relevant based on its actual existence and how information regarding the territory is managed, not the channel through which it is communicated. This applies equally to a phone call, an email, a social media message, or a report via IOparteciPA.IOparteciPA does not introduce new legal obligations. Instead, it helps manage reports more effectively—reports that currently arrive through informal and often fragmented channels. The platform allows the Entity to:reduce the fragmentation of reports;improve internal classification and assignment;maintain a searchable history of activities;facilitate collaboration between offices and operators. The Municipality retains full autonomy in managing the reports received, operating within the scope of its institutional functions and according to its own internal procedures. The platform is configured alongside the Entity based on existing organizational processes and operational availability.IOparteciPA is not a substitute for emergency services. For urgent situations or immediate danger, the app explicitly directs users to contact the relevant emergency numbers (112, Local Police, Fire Department, Civil Protection). The management of reports is carried out according to the organizational procedures and operating hours defined by the Entity.
- 05No. IOparteciPA does not replace existing channels, but rather complements them and makes them more organized and efficient. The platform was created to centralize and structure reports, which today often arrive in a fragmented manner via email, telephone, social media, or other informal channels.IOparteciPA allows the Municipality to:maintain currently active channels;offer citizens a single, institutional digital channel for reports;reduce dispersion, duplication, and the workload on offices. The result is not a replacement, but an improvement in internal organization and communication with citizens.
- 06Yes. The pilot project is free of charge and does not include any automatic renewal clauses. The Municipality can test IOparteciPA in a real-world context, within an agreed scope, without incurring costs and without long-term commitments. At the end of the trial, the Administration is free to decide whether or not to continue, based on the results obtained and its own internal evaluations. There are no hidden costs or subsequent obligations: the pilot project is designed as a practical evaluation tool, useful for measuring operational and organizational benefits, as well as the impact on citizen relations.
- 07Yes. IOparteciPA is designed to be used even by small Municipalities, without requiring complex structures or dedicated resources. The platform is modular and can be adopted gradually, starting from a limited scope or a pilot project, adapted to the size and organization of the Entity. For small Municipalities, this means:simple and rapid activation,no impact on existing information systems, support for managing reports without increasing the workload on offices.IOparteciPA allows even Municipalities with limited resources to offer an organized and transparent digital channel, improving the relationship with citizens.
- 08IOparteciPA does not require mandatory integrations with the information systems already in use at the Municipality. The platform is designed to operate autonomously and in the cloud, without interfering with existing software and without requiring interventions on the Entity's IT infrastructure. For Municipalities that wish to do so, IOparteciPA provides dedicated APIs, which allow for potential integrations with external systems (for example, management software, ticketing platforms, or monitoring solutions). The potential use of APIs:is optional, can be evaluated at a later stage, does not involve direct assistance on the Municipality's systems. This approach allows the service to be launched simply and immediately, leaving the Municipality with the freedom to evaluate future integrations based on its own needs.
- 09IOparteciPA is designed to promote transparency and set correct expectations, rather than promising immediate resolution times. The platform:informs the citizen of the status of the report;makes the operational stages of the process visible;clarifies that timelines and priorities depend on the Municipality and the type of intervention. In this way, the citizen understands that:not all reports have the same level of urgency;some interventions require technical evaluations or external resources;transparency reduces misunderstandings and repeated requests.IOparteciPA helps the Municipality better communicate what is happening, without creating unrealistic expectations.
- 10The operational management of reports lies with the Municipality. IOparteciPA provides the technological platform that enables the receipt, organization, and tracking of reports, but does not intervene in operational management or in decisions regarding interventions. In practice:the competent municipal offices take charge of the reports;the Municipality decides on the priorities, methods, and timelines for intervention;IOparteciPA supports the process by making it more organized, traceable, and transparent. This model ensures:clear accountability;full control by the Administration;a reliable institutional channel for dialogue with citizens.
- 11IOparteciPA is designed taking into account the regulatory framework for Public Administration, with particular attention to data protection, transparency, and the correct processing of information. Specifically:Data processing is carried out in compliance with GDPR regulations,Roles and responsibilities are clear: the Municipality is the Data Controller, while IOparteciPA provides the technological platform,The solution is cloud-based and does not require interventions on the Entity's information systems. The platform is designed to support Municipalities in digitization processes without introducing organizational constraints or additional complexity. As with any digital service, adoption takes place in compliance with the Entity's internal procedures and can be evaluated and adapted based on the specific needs of the Municipality.
